Tamil Nadu Electricity Board came into existence on 1st July 1957 and has remained the energy provider and distributor all these years.

The Electricity Act 2003 mandates unbundling of State Electricity Boards under section 131. Hence, Government of Tamil Nadu had accorded in principle approval in G.O.Ms.No.114 Energy (B2) Department dated 08.10.2008 for the reorganisation of TNEB by the establishment of a holding company, by the name TNEB Ltd and two subsidiary companies, namely Tamil Nadu Transmission Corporation Limited (TANTRANSCO) and Tamil Nadu Generation and Distribution Corporation Limited (TANGEDCO) with the stipulation that the aforementioned companies shall be fully owned by Government.

Based on the approval of Memorandum of Association and Articles of Association of TANTRANSCO by the Government of Tamil Nadu vide G.O.Ms.No.38 Energy (B2) Department dated 21.05.2009, Tamil Nadu Transmission Corporation Ltd (TANTRANSCO) was incorporated on 15.06.2009 with an authorized share capital of Rs.5.00 crore. The Certificate of commencement of business was obtained for the TANTRANSCO on 11.12.2009 and started functioning with Zero Balance Sheet from 14.01.2010 onwards.

Based on the approval of Memorandum of Association and Articles of Association of TANGEDCO and TNEB Limited by the Government of Tamil Nadu vide G.O.Ms.No.94 Energy (B2) Department dated 16.11.2009, Tamil Nadu Generation and Distribution Corporation Limited (TANGEDCO) and TNEB Limited was incorporated on 01.12.2009 with an authorized share capital of Rs.5.00 crore and paid up capital of Rs.5.00 Lakh each for TANGEDCO and TNEB Limited. The Certificates of commencement of business was obtained for the TANGEDCO on 16.03.2010 and for TNEB Ltd on 12.03.2010.

The Chairman, Managing Director and Board of Directors for TANTRANSCO were appointed by Government of Tamil Nadu vide G.O.Ms.No.103 Energy (B2) Department dated 11.12.2009 and they were assumed office on 14.12.2009. The Director/Operation/ TANTRANSCO was appointed by Government of Tamil Nadu vide G.O.Ms.No.36 Energy (B2) Department dated 05.04.2010 and has assumed office on 8.4.2010.

The Chairman-Cum-Managing Director and Board of Directors for TANGEDCO and TNEB Limited were appointed by GoTN vide G.O.Ms.No.36 Energy (B2) Department dated 05.04.2010 and they were assumed office on 08.04.2010.

The proposal for Assets Transfer and Employee transfer called as Tamil Nadu Electricity Board (Reorganization and Reforms) Transfer Scheme 2010 was notified by Government of Tamil Nadu vide G.O.(Ms).No.100 Energy (B2) Department dated 19.10.2010 with the effective date of implementation as 01.11.2010. Based on the above notification, TNEB has been reorganised from 01.11.2010.

The Government of Tamil Nadu vide G.O. (Ms) No.119, dated: 20.12.2010 have notified the Tamil Nadu Transmission Corporation Limited (TANTRANSCO) as the “State Transmission Utility.”

As per the transfer scheme, transfer of assets is provisional for a period of one year and has to be finalized before 31.10.2011 and transfer of employees is provisional for a period of three years and has to be finalized before 31.10.2013.

Afterwards, as per the request of TNEB Limited, GoTN have notified the following amendments to the Transfer scheme for extending the provisional period for transfer of assets and liabilities upto 31.10.2014.

  5. G.O.Ms.No.89 Energy (B1) Department dated 27.11.2014– extended upto 31.10.2014

The final notification on transfer of assets and liabilities to successor entities of erstwhile TNEB as on 01.11.2010 issued in G.O.Ms.No.49 Energy (B1) Department dated 13.08.2015.

As per G.O. Ms No.100 dt.19.10.2010, the transfer of personnel from erstwhile TNEB to the successor entities has to be finalized before 31.10.2013. Considering the fact that, the draft tripartite agreement has already been submitted to Government and it is under active consideration of the State Government and to complete this process, the extension of time from 31.10.2013 to 30.04.2018 were issued by GoTN vide G.O. Ms. No.36 dt 13.05.2014, G.O. Ms. No. 48 dt.13.08.2015, G.O. Ms. No.32 dt 25.04.2017 and G.O.(Ms) No.36 dt.17.04.2018. Further, approval for the extension of time upto 30.04.2023 for the provisional period for final transfer of personnel has been requested from the Government.

Restructured Accelerated Power Development and Reforms Programme(R-APDRP)

The Restructured Accelerated Power Development and Reforms Programme (R-APDRP) is being implemented in TANGEDCO. The focus of the programme is the establishment of reliable and automated systems for sustained collection of accurate base line data and the adoption of Information Technology in the areas of energy accounting , besides reduction of Aggregate Technical & Commercial (AT & C) losses. The project area covers towns and cities with population of more than 30,000. The programme consists of two Parts namely Part – A and Part – B scheme works.

Part - A Scheme Works

Part – A includes the projects for establishment of baseline data and IT applications for energy accounting/auditing and IT based consumer service centres. MoP/GOI has already sanctioned projects for implementation of Part-A in 110 towns of Tamil Nadu at a total cost of Rs.417 Crores. MoP/PFC have also notified that the following Seven towns/cities, (having population of more than 4 lacs as per 2001 Census and annual input energy of the order of 350 MUs) of Tamil Nadu are eligible for implementation of SCADA/DMS under Part-A. 1) Chennai, 2) Madurai, 3) Coimbatore, 4) Tiruchy, 5) Salem, 6) Tirunelveli and 7) Tiruppur. The total sanctioned cost of SCADA/DMS projects is 182.17 crores

Part - B Scheme Works

  • The Part – B scheme work consists of distribution strengthening work which involves implementation of High Voltage Distribution System to reduce the losses to the maximum extent possible. TANGEDCO is planning to reduce the losses to less than 15% by implementing R-APDRP.

  • Part-B schemes for 87 towns have been sanctioned in five slots for a total of Rs. 3279.56 crores.

MUNICIPAL SOLID WASTE

MNRE is promoting setting up of waste to energy projects in the country through 2 schemes namely.
(1) National programme on energy recovery from urban & Industrial wastes.
(2) United National Development Programme (UNDP)/Global Environment friendly (GEF) assisted project on development of high rate biomethanation processes as a means of reducing Green house Gases Emission.

Biomethanation

It means a process which entails enzymatic decomposition of organic matter by microbial action to produce methane rich biogas.

Waste to energy or Energy to waste

It is the process of creating energy in the form of electricity or heat from the incineration (the combustion of organic material such as waste) of waste source. Waste to energy is a form of energy recovery. Most Waste to energy processes produce electricity directly through combustion or produce a combustible fuel commodity such as methane, methanol, ethanol or synthetic fuels.

VEGETABLE SOLID WASTE

Chennai Metropolitan Development Agency(CMDA) has installed a 250 KW Vegetable Waste based power plant at Koyambedu Whole sale Vegetable Market in Chennai.

  • 1. The quantity of wastes is reduced by nearly 60%-90%,depending upon the waste composition and technology adopted
  • 2. With less wastes to dispose of, the demand of landfills is reduced, thereby saving land, which is already scarce in cities
  • 3. Environmental pollution is reduced
  • 4. Energy is obtained from the waste.
  • 5. The slurry produced by biomethanation technology serves as a good fertilizer.
